Vision & Priorities

TRDP is a collaboration of residential developers and landowners with a combined ability to provide a significant volume of new homes required in Thurrock over the Local Plan period. Working alongside Thurrock Council and other key stakeholders, the Partnership’s aim is to work collaboratively to promote growth by delivering high-quality, sustainable placemaking and social infrastructure as quickly as possible.

Economic goals

Thurrock has a growing economy with potential job growth of 35,000 by 2040 including in emerging energy, cultural and creative industries. The value of the economy is set to hit almost £2billion before 2030.

In the last decade alone, jobs in Thurrock have increased by 11,000 but the workforce is only up by 4,500. Worryingly job growth in Thurrock is outpacing the delivery of homes.

The lack of an up-to-date Local Plan with strategic housing growth allocations has meant the delivery of homes has been constrained to brownfield sites. This has resulted in an under-delivery of 8,300 homes since 2001 and delivery rates of around half the identified need.

This shortage of new housing is a significant barrier to unlocking Thurrock’s future economic potential.

THE IMPACT OF UNDER DELIVERY IN THURROCK

​

The lack of greenfield development has undermined the delivery of family homes and affordable housing in Thurrock. ’there are now over 7,000 households on Thurrock Council’s Housing Register. With house prices at 11.5 times the earnings of first-time buyers, the ability of Thurrock’s next generation to get on the housing ladder is considerably constrained.

​

There are growing numbers of overcrowded households and over 200 of the most vulnerable households, including 290 children, are living in temporary accommodation.

​

The impact is also hitting businesses who have reported recruitment problems, particularly for skilled labour, and are forced to hire from outside the borough. This has contributed to around 4,500 more people commuting into Thurrock to work, triggering increased congestion and poorer air quality.

Social Prosperity

Our research identifies a need to deliver on average 1,750 homes per year to 2040 with 2,500 from now until 2030 to realise the borough’s economic potential. This must be taken forward alongside investment in skills and training.

The impact of under delivery of new homes is severe. Thurrock will be held back from its true growth potential. Limited growth will actually create more traffic congestion and worsen air quality as more people travel from outside of the borough to work here.

​

There will be a devastating loss of investment in new infrastructure including schools, health facilities and open space. Money that would have been invested into the borough’s struggling town centres will be diverted, outside of Thurrock. We cannot afford to allow this to happen.

TIME TO DELIVER 

​

Well-designed new homes with exemplar sustainability credentials can support that growth, and benefit existing communities. Accelerating the delivery of new homes in Thurrock will provide new parks, education and health provision, and training and job opportunities. New homes provides the opportunity to directly address the cost-of-living crisis and the council’s declared climate emergency, through high sustainability standards, including net zero carbon homes, and renewables solutions which reduce energy costs.

A commitment to sustainable housing growth in Thurrock will provide a better future for the people of Thurrock and our next generation. The ask based on the findings of our reports is to work with us to unlock Thurrock’s full potential.

THE POTENTIAL

​

The delivery of new homes will facilitate both the funding and delivery of new infrastructure – from schools and nurseries, health facilities, sports and recreation infrastructure, and publicly accessible open space, through to investment in highways, public transport and utilities.

​

We estimate the additional housing need in Thurrock to be circa 25,000 homes over the next 10 years. TRDP are ready and able to collectively deliver these homes and more.

The funds raised through the positive regeneration and good growth will not only help diversify Thurrock’s housing and skills offer, it will help Thurrock grow and provide better paid employment opportunities for the people who live in the borough. It will also strengthen the council’s plan for the sustainable regeneration of town centres.

It will make Thurrock a more
healthy, sustainable and better place to live – benefitting both existing and new residents.
